賭神高進(jìn)（周潤(rùn)發(fā)飾）在公海一場(chǎng)驚天豪賭擊敗賭魔陳金城后，收刀仔（劉德華飾）為徒，帶其回美國(guó)將畢生絕技傳與刀仔。一年后，刀仔在龍五（向華強(qiáng)飾）陪同下重出江湖，代表師父以賭技致力慈善事業(yè)，號(hào)稱(chēng)賭俠。另一方面賭圣阿星（周星馳飾）欲拜賭神為師，遂找刀仔引見(jiàn)。兩雄相遇。互展計(jì)謀絕技，平分秋色。此時(shí)陳金城義子侯賽因?yàn)樘媪x父報(bào)仇，設(shè)計(jì)在賭船上打著賭神旗號(hào)，企圖千盡東南亞所有闊佬，并使賭神身敗名裂。侯賽因一伙設(shè)計(jì)挾持龍五龍九和阿叔，叫刀仔不敢揭穿其真實(shí)身分。在最后時(shí)刻，刀仔和阿星并肩合作，一用賭神絕學(xué)，一用特異功能，終于在最短時(shí)間贏得巨額賭本，并施巧計(jì)戰(zhàn)勝侯賽因。阿星也如愿以?xún)斠?jiàn)到賭神。
