探長(zhǎng)洪爺服務(wù)警界多年,立功無(wú)數(shù),但辦事不依法則而無(wú)緣升職,其后他結(jié)識(shí)舞女家嘉嘉,嘉嘉愿離開(kāi)風(fēng)塵與洪爺廝守,無(wú)奈賭債纏身.洪爺把心一橫,勾結(jié)賊匪綁架富商黃一飛（羅家英飾），勒索六千萬(wàn)美金。 案件籌劃得異常精密,警方派陳幫辦負(fù)責(zé)追查.陳幫辦（成龍飾）得知探長(zhǎng)洪爺（鄭則仕飾）亦曾偵破黃一飛綁架案，遂上門(mén)求教,洪爺恐東窗事發(fā),不斷運(yùn)用詭計(jì)。在洪爺協(xié)助下 ，陳的調(diào)查方向竟與綁架真相背道而馳 。最后,通過(guò)線(xiàn)人及明察暗訪(fǎng)下，陳幫辦追查到懷疑同洪爺有關(guān)的線(xiàn)索,心中大為震驚......
